Workforce Development is one of the key areas of economic development emphasis in the region.
CEDS 2013-2017: Building 21st Century Economic Development Capacity
The ACOG Planning Division recently completed a full re-write of the region's 5-year Comprehensive Economic Development Strategy (CEDS). The CEDS is developed to promote economic development and to help guide decisions for federally designated "Economic Development Districts" like ACOG throughout the nation. Prepared under the direction of the U.S. Economic Development Administration (EDA), the CEDS illustrates that our six-county region has a road map for success. The new document, entitled, CEDS 2013-2017: Building 21st Century Economic Development Capacity (see link), provides many key insights into the region's economic challenges and opportunities.
CEDS 2013-2017 offers a snapshot of regional economic conditions by summarizing important regional and county-level data. Consistent with the priorities of EDA and other grant funding agencies, it also focuses on areas of economic development emphasis in the region. These areas include: (1) Clusters, Target Industries and Innovation Capacities; (2) Workforce Development; (3) Infrastructure; (4) Available Sites and Buildings; (5) Entrepreneurship; (6) Access to Capital; and (7) Local Asset-Based Development, like tourism, downtown development and agribusiness. The document is a resource that can be used to guide decision makers and funding providers as they make strategic choices to support regional economic development over the next five years. Don’t Miss Out On 2012 Planning Training Opportunities

The Appalachian Council of Governments provides the requisite Planning Education training sessions to meet requirements established by the SC Legislature in Article 9 of the SC Code of Laws. Training is mandatory for local government planning commissions, boards of zoning appeals and architectural review boards, as well as staff who directly or indirectly work with planning officials. Regional Highlights

2008 Ozone National Ambient Air Quality Standard (NAAQS) Designations...

On April 30, 2012, the EPA announced final designations under the 2008 ozone NAAQS and released its final rule for ozone area classifications, establishing December 31 of each relevant calendar year as the attainment date for each classification, and revoking the 1997 ozone NAAQS for purposes of transportation conformity.  Collaborative efforts of stakeholders across South Carolina have focused on multi-pollutant strategies to reduce ozone, particulate matter 2.5, and air toxics, which in turn have improved air quality and have a positive impact on public health and the environment.  As a result, these collaborative efforts have helped meet our collective goal of achieving the 2008 ozone NAAQS before nonattainment designations occurred.

Although the monitor in York County is meeting the 2008 ozone NAAQS, the EPA included the eastern, urbanized area of York County in the Charlotte-Gastonia-Salisbury, NC-SC nonattainment area. This is the same portion of York County that the EPA designated nonattainment in 2004 with the exception of the Catawba Indian Nation Reservation.  EPA designated the remainder of the state, including the Catawba Indian Nation Reservation unclassifiable/attainment for the 2008 ozone standard.
